Download a pdf of the engr paper (see the link), and then use something like goodnotes to mark it up like you'd normally do on paper, then export it and print on normal printer paper. I have actually developed a word document that i finished up and tested a bit ago by creating a table and adjusting the alignments from the first test you saw above. I do not know how it will render on larger boox devices or other devices.
